@Fermat: You may wnat to word it "Return target creature to it's owner's hand if its power is 0 or less." Else you can't target something that has positive power before the -3/-0 kicks in.

Judging!

Spoiler:
guhkun: In my opinion, the "base power 0" feels forced. There's no way for him to make something have 0 power, I'm just not feeling it.
Yoshi: It feels both Blue mana symbol and Black mana symbol, the 0 power makes sense, and it has good flavor. solid entry.
Fermat: This seems like a good Limited card. Decent effect without the tribe, better with. I like it.
Senor Guacamole: This seems like an interesting ramp card, but I honestly am not feeling the snow aspect in the design itself.
DGoldDragon28: I wasn't expecting to see a God card, but this seems like a neat one. My only gripe is that the activated ability seems like it should give all non-snow creatures a -1/-0 in power or something, otherwise it just seems like it's "2 mana symbolSnow mana symbol: Target creature can't block this turn.", but I'm nitpicking.
marioware: This is an interesting card. I like how even though it can only block once, it's still defensive tool. Neat.
Flo00: This reminds me of an older card, but for the life of me, I can't remember its name. This is begging to be abused with Reconnaissance; just attack with a few 0 power guys, pay Snow mana symbol for each, and then untap them and remove them from combat.

Notes
This was a difficult challenge for me. I liked the idea behind Memory Net, but realized the proper wording for the card would violate Limit #172. I wanted to make a noncreature, but I didn't want to make Wreath of Geists. So, I decided to expand that ability. I'm very afraid of the power level of this ability however. Aforementioned Wreath, Nighthowler, Strength from the Fallen, Boneyard Wurm, etc. are cheap because they are easy to remove and/or are temporary boosts. Anthem of the Dead is a global enchantment, which could be easily abused in a self-mill or sac-outlet deck, and considering a regular anthem is 3 CMC at restrictive cost for +1/+1, I'm having a hard time costing this high enough so it's not overpowered, yet costing it low enough so it isn't unplayable. I'm wary of making this triple colored mana, and since that doesn't help the sacrifice or self-mill issues even if I made it green, I decided against it. I also don't want to cop out and make this Mythic Rare since it doesn't feel quite that power level or complexity. (I know many mythics are very simple, but most have a tendency towards greater complexity.) Normally, I would just add a restriction or some such and reduce the cost, but Limit #172 is really messing with me. I don't expect to win this contest...
EDIT: I had a genius idea. As opposed to making a high cost enchantment that could be very abused in many decks, I greatly simplified it. I cut the cost down dramatically, so it can actually be played early on; it just won't take effect until later in the game when its criteria are met. This will work really well in the right deck, but it's powerful without being abusable considering it's just one mana less than most anthems. This entry feels a lot stronger.

For the record - yes, it counts! This is a neat hate-bear, and vigilance fits on it flavorfully, but honestly not much mechanically. I love the idea of monowhite zombies, and this is an acceptable use of them.

Necrotic Summons
Yikes. This is pretty strong, but probably fine. I don't know that the wording is correct but it certainly works. I always appreciate nonrares in the challenge slots, so you get an extra point or two there!

Kindlebrew Savant
This actually looks like two full sentences: "Exile two cards from your graveyard that share a name" and "Draw a card". Otherwise, this is a pretty sweet card. Kinda sad for commander and limited both, but it could find some sort of use...somewhere. Reminds me of Sphinx of the Chimes.

Dregdredger Plagiarist
Again, this looks like it might be two sentenecs. This card is pretty sweet, though! I quite enjoy the idea of plagiarizing your opponent's spells. That's pretty sweet.

Derivative Enmity
I love this. This is a really sweet counterspell, and a spell that's AWFUL in some formats and AWESOME in some others. It's a clean uncommon, and a very clean card. Well met.

Antigarde Bodyswapper
This is a neat card. I like clean commons, and this is probably clean enough. It crosses over some design space with Sultai Emissary, though, which is a little bit lame.

Postmortem Hoarder
I don't think this is worded correctly - it should say "add Black mana symbol to your mana pool for each creature card in target opponent's graveyard". It's a neat card, but flavorfully I don't know why it's a dragon? Or why it has deathtouch? Also the mana in the upkeep is kinda lame, because it goes away before your first main phase.

Anthem of the Dead
I like this card a lot. You could have pushed it, but you didn't - kept it at a nice and simple +1/+1. It's kind of sad when compared to Honor of the Pure, though. Perhaps I would make this check for five creature cards and give +2/+2?

Rookie Necromancer
This is another card that I think has two full sentences. This is a really cute card. Reminds me of the new card Soul Separator, except you get to do it more than once and you only get half of it. This could be really nasty with something like Grave Titan, or really anything in Commander!

Underworld Caller
This is insanely strong. Casting creatures from your graveyard is an incredible thing to be able to do, but you've tempered this by making it just until your next turn, which is a good call. I think this would be REALLY sweet with flash, because then you could ambush your opponent with stuff from your graveyard in combat. That card would probably be a mythic, though.

Kira, Minobin Prodigy
Scrap is really hard to wrap my head around. Kira is neat, but there are too many words in the ability scrap for me to really judge her power level, especially because there are no other cards with Scrap in existence. That kind of mechanic is relatively parasitic, and would be difficult to judge in any capacity.

I adore graveyard shenanigans, and by extension, this. Indeed, the wording is a bit confusing at first, but it's templated well enough.

Doesn't fulfill LIMIT #173, unfortunately.

Might be too much for a CMC 1 dude. Can't be sacrificed is also more of a White mana symbol thing. Finally, I can barely read it without the flavor text if placed on an actual card.
Mosgon
Could cost 1 mana symbol more, I think, and I have a few templating suggestions, e.g. no need for "must," as any ability that isn't a "may" ability is understood to be mandatory. Slightly less crammed than bioplay's though still bordering on too much, particularly with the flavor text. Anyway, not a card for beginners. The political implications are quite interesting, and the balancing act of pumping it (as well as your other cards that get bonuses for experience counters) but still keeping death at bay should your opponents have ways of giving you experience counters can be quite the challenge.

@Fermat: I know indestructible and can't be sacrificed are White mana symbol abilities, but it was part of the flavor--the idea being, he's "timeless" and damn near impossible to get rid of, so all you can do is pass him off, and hope you don't get him back. I kinda liked the idea of getting him out as just a countdown right at the start, but his abilities are only negative, so you would be penalized until you could give him away. That said, I didn't try real hard to cost him appropriately. Probably more of a 3- or 4-drop. He might've been a bit much this time. That's okay. Stick out your tongue

~ can't block.
Creatures attacking you or a planeswalker you control gain deathtouch.
Lim-Dul would often make homunculi out of snow, and send them disguised among the refugees that fled from him.
