Comments on Cards
From what I've gathered, the rule is in place to promote fairness primarily. It's easy to imagine a situation where one player's entry gets a lot of discussion from various people, causing a lot of changes to the entry to the point that the end result is far different from the original. As might be expected, that entry ends up winning since it's gotten so much work and collaboration done on it.

This might sound good at first, but then what about the player who came in second, with an idea that was good originally and got little to no discussion? He's likely going to feel that he deserved to win more than the other player, who came up with a less good idea, and simply changed it how people told him to. Whether or not that's entirely accurate, you can't really blame him for feeling that way, and too often he's going to be right.

And then, what about the people who gave suggestions on the winner's entry? They put a lot of work into it, so surely they deserve some credit as well? If someone makes a really crappy card, then gets a ton of advice that turns it into a really good one, does he really deserve to win? Shouldn't the people that came up with the good ideas get the credit?

And on the flip-side, what if someone takes a lot of advice and ends up not winning, and in fact doing poorly? They might blame the judge, since surely if all the commenters thought the card was good, then he's just wrong, right? Or perhaps they'll think the people were giving bad advice, or even worse, purposefully sabotaging their card. Even if none of that was true, it could cause resentment and paranoia.

And finally, there's the concern of clutter, doing the judge's job for him, possible arguments over what a card should do, and confusion over which version of a card should be judged.

There are definitely benefits to having comments on cards, the prime ones being overall increased card quality, and a higher rate of learning for those new to card design. It's just an unfortunate truth that the cons outweigh the pros.

EDIT: Because I am already 3 days late, would you competitors just want a named winner to get the game rolling again, or do you want reviews on all of your cards, which might take longer?

Judgement-story time.

Spoiler:
The great and all-powerful planeswalker, K1L1, was locked in mortal combat with the villainous Dr. Rosewater. The air between the two spellcasters is rife with bolts of deadly energy. Both magicians are constantly considering what magick to cast next. K1L1 decides that it is time finish this battle, once and for all. Frantically, he racks his brain for the perfect spell to throw at his opponent. Exactly 16 spells pop into his mind and he carefully considers them all.

Sewn-Eye
The first spell that he remembers is the incantation to summon a Lichfrost Liege. This particular spell saved him from a gruesome death on Mirrodin at the hands of Phyrexians. He cannot find anything wrong with this one and likes the way it has many uses.

EyeofTruth
Next up, he recalls an ancient ritual to summon Alnramail, The Infinite Maw, who's usually quite cranky when it has to wake up in the middle of the day. K1L1 likes how well it would take control of the battle, but can't quite remember the right wording for the summoning.

Third, he pulls up a memory of a relaxing vacation on Dominaraia, where he saw a gorgeous Sunrise Over Terisiare. He loves how it would get rid of all of Dr. Rosewater's frosty creatures, but thinks that with no snow creatures, there isn't much of a reason for melting things, aside from his pet Woolly Razorback.

Final Boss
Fourth, a deal he had made with Bothak, the Corrupt Advisor comes to mind. That very deal gave K1L1 the ability to request Bothak's assistance at will. He likes the way that Bothak could be a powerful ally at a easy to pay price (contacting him isn't easy!), or Bothak could use his powers to corrupt Dr. Rosewater's mind. The only problem is that K1L1 isn't sure on the wording of calling Bothak.

Noahlotr
Fifth, the legendary Zadius-Nah pops into his head. A special scroll is in K1L1's pack that grants a one-time summoning of the fabled warrior. Zadius-Nah's unorthodox tactics give K1L1 hope that he will defeat Dr. Rosewater. He also likes how even after Zadius has been defeated, he supports his fellow squadron.

Zuty
Sixth, K1L1 recalls the day he defeated Gaea's Revenge and rescued Nemesis the Reckless from certain death. One tearful scene later, Nemesis had promised his/her life to K1L1. This debt could be brought to light with one telekinetic thought. He likes the way Nemesis could use all the mana floating in between the two 'Walkers to his/her advantage. The one drawback is that K1L1 can't get the thought worded correctly in his mind. Also, the amount of mana it takes to send the thought would be very taxing on K1L1, for a possibly small effect.

Sohel
Seventh, he feels a familiar thump-thump from his pack. He realizes that would be the Frostpulse Heart that he found buried in Terisiare's deep snow. He thinks the Heart could really pull through is this situation, mostly due to the artifact's clever design.

Styrofoamking
Eighth, K1L1's visit to Rabiah comes to mind, and a particular brush with a nasty Oasis Djinn stands out. The djinn could take any attack he threw at it, but wouldn't be able to hit back. One problem with summoning this monstrosity: the wording of the tablet used to summon it is the first place was written in another language and he would have to translate it.

Inanimate
Ninth, an Arcanotech Saboteur met on his travels is remembered. The man was great at what he did and would be useful as an ally, although he works better when his opponent isn't ready for the attack, and it would be extremely complicated to keep checking Dr. Rosewater's mind to wait for an opening.

Droqen
Tenth, a recipe for creating makeshift bombs that he learned while studying a tribe on Mirrodin comes to mind. The prototypical "Goblin Squib" wouldn't be too effective, but every little bit helps in this deadly battle.

Count Bleck
Eleventh, a spell used by the barbarians of old is remembered. This spell, called the Enchantment of the Ancient Berserker could turn the tide of the battle, but at what cost? A large amount of mana would be needed to cast it, and he's not sure if that commitment would be worthwhile.

elmdor
Twelfth, K1L1 remembers a particular companion from a recent battle that goes by the name of Kota, Master Necromancer. He/she would be a great addition to K1L1's side of the battle. The only drawback would be that Kota may be too powerful to actually listen to him.

Thirteenth, a certain stretch of tundra, known as the Frosting Fields, appeared in K1L1's mind and gave him the idea to recreate it on this battleground. The one issue that he could find with it was that it wouldn't have much of any effect right away.

Fourteenth, a spirit more evil than the likes of Dr. Rosewater comes into K1L1's mind. The spirit goes by the name of Maki the Reaper, and it would decimate the Doctor in an instant. K1L1 just wishes he could remember the wording used to contact Maki...

hooliganj
Fifteenth, the jungles on Zendikar make a lasting impression on anyone, especially K1L1. A particularly Verdant Jungle comes to mind. It would be useful in generating mana for other spells, but the exact wording used in ritual to grow the forest has been lost over the years.

Kagerowrs
Sixteenth, a horrifying creature by the name of Dark Lore Ascend is the last idea that K1L1 has. The creature would obliterate everyone, but at what price? K1L1's not even sure that he could control the powerful Horror.

The Final Battle
K1L1 narrowed it down to three spells. Summoning a Lichfrost Liege, calling Zadius-Nah, or pulling out his Frostpulse Heart. After much careful consideration, the might planeswalker decided upon... Lichfrost Liege! He needed its versatility and it's overall power. The Lichfrost liege proved to be the right choice and sent Dr. Rosewater on his way! Congrats to Sewn-Eye!

If anyone needs a precise explanation of their judgement I am willing to give one. I was very vague with the criticism, so I could stick with the story a bit more.

EDIT: I did use the line, "can't remember the wording" a lot which just means that your wording was off.

Hm, checking the size in a library has never been hard for me. I just keep track of what's on the field / hand, and count from there. 6 in hand + 2 on field + 1 in grave = 51 in deck. Maybe it's harder for other people, though? That is a fair point.

I just thought that constantly asking your opponent to count how many cards he has out, or count his library would get a bit annoying after a while. It wouldn't be hard, but it would be difficult to know exactly when they hit 30 cards left.

For the record, I know if that kind of card were printed it would "sacrifice" a forest, rather than "destroy". I just felt that "destroy" felt more like an ETB effect, as opposed to a "sacrifice" which seems more like an additional cost.

Your wording issue was in the way you worded the ability, not in a sacrifice rather than destroy.

It should've been "when ~ etb, destroy target forest you control,"

"The creature would obliterate everyone, but at what price?" parts suggests that... Faction mechanic seems have long way, a very long way to go...

@pang4: Well my real question is more does the card have to support monocolor, or does the card have to exclusively work ONLY for monocolor decks. Fusion Elemental and Transguild Courier are white to take your card for example. The limit is not clear in that respect. Is subtlety allowed in the support for monocolor?

His/her card felt very, very natural, something that was lacking from a lot of the other entries.

This was understandable, however, as this was a very, very rough round, likely in part because I jumped the gun. I would have never made the "third" challenge a tutoring requirement if I'd known what the two random challenges were going to be what they were. Sorry about that!

A common tutor is difficult to design. Of the 122-ish common tutors, about 70% (~86) of them tutored for lands, and the "cares about monocolored" restriction pretty much took that off the board. I think that was one of the major killers this round.

lordofthetoasters actually had a pretty neat way around that, though. He took down the killer tutor requirement easily without taking away from the rest of the card with landcycling. The use of swampcycling let him really focus on designing a card that cared about monocolor without having to worry about matching the tutoring requirement with the common requirement. Using a keyword (like landcycling or transmute) was probably one of the keys (lololol) to maintaining a common rarity in this challenge. My only issue with it is that lordofthetoaster's Remove Spirit may be a tad powerful, but not overly so. Cycling tends to be printed on slightly overcosted cards, and I can't really tell if Remove Spirit is overcosted or not.

"Old" is anything not in Standard, and it can't be evergreen. You can include other existing keywords in Standard. I was hoping the links to the two 'nostalgia-cards' would have helped, but it appears I didn't include enough clarification! Sorry!

A beast that refuses to give up! It can recast itself each time it runs out of counters to fuel other creatures with, and if it's removed early, it can just come back again! Of course, it requires 1 mana symbolGreen mana symbolGreen mana symbol and a land for each casting, but that's still a pretty tenacious dude.

The flavor of it is a giant mass of cytoplast that can regenerate from any wound, given enough energy to spark the regeneration process.
