Well, Snowscape first. It really should be a snow version of Terramorphic Expanse, searching for a basic snow land. Aslo, it should be rewored as ": Add to your mana pool." This is because if it's produced by something that's snow, it can be used to pay for snow mana costs AND regular costs.
Arctic Rootwalla shouldn't have shroud. Rootwalla didn't, and neither did Basking Rootwalla.
Northern Kingdom works perfectly fine.
Finally, a name suggestion: Cryonyx.

The fractions are, for now, Mono Black, Red/Blue, another double and another triple colored.
Im gonna change the Hellkite to snow right away.

you would love to have each color have the same "amount of intrest"
ex: a set has all of his fractions colide with Black, resulting in a faction, faction, faction, faction and a faction. this would make a verry "Black" heavy set with a layout like this

(=1)(=1)(=5)(=1)(=1), counting the amount of factions containing the color.

for yours this woul result in:

(=0)(=1)(=1)(=1)(=0)

adding 5 colors will not be able to solve the balance ==> 2 choises apear ! go with for the last faction and choose ! wil i ad another layer of 5 colors ? robably ? yeah. in this case maybe add a 2 color faction and a 3 color faction of your choise ! i myself woul love , resulting in an opposing faction, but the choise is up to you.

Ideas for set Title: Frozen Wastelands, Ice Hunt, Sudden Chill, Ten Below, The Big Chill. (and even if you don't let them for the set title, they might make decent card titles.

You could call this set 'Frostbite".

I like snowscape as it is, and i don't think it should be changed.
The Arctic Panorama would be one of the most overpowered land cards, since a five colored deck could just use basic snow lands, and get a really fast domain by doing that.
I think the Frost Sliver is good, and i think of making one if i can find a good art.
Thaw is also good. I like the "Expansion Matters".
All the title name ideas fits better as card names, so mabye i am gonna use a pair of them.

As ~ enters the battlefield, you may exile a red or blue card from your hand. If you don't, ~ enters the battlefield tapped.

The lands are pretty good. I am not sure that you need to go with exile. I think discard will work like with Mox Diamond. Yes, it will encourage reanimate, dredge, threshold, madness, etc; but they already have decent discard outlets anyways.

Alpha Wolf is cool.
Boreal Acylote - Hard to judge this without knowing the other cards that use the counters.
Ronom Charger - Should probably destroy enchantments for a mono-white card.
Crystal Asp - Feels like a green or white card being a strong aggro 1-drop.
Iceberg Devourer - Cool, but hard to tell if it is overpowered without playtest. Probably isn't.
Frost Storm - Just make sure there are enough non-snow creatures in the set to make this relevant.
Artic Rootwalla - I think shroud can fit this at . Just because the other Rootwalas don't have shroud doesn't mean this one can't.
Massive Growth - I really like this card. Cool stuff going on right there.
Death Mauler - Big, dumb, trampling green brute? Sounds about right.
Blizzard Sliver - It works.
Coldsteel Core - Be careful how many only snow cards you make. You want the set to interact with the rest of Magic or it will just end up sucking. Kind of like Coldsnap...
Crystal Lotus - Same as I said above... Other than that, hard to judge without seeing the cards that cost snow mana to cast.
Ring of the Gods - Above again... Other than that, pretty cool. This could work without the snow limitation if it enters tapped.
Snowscape - Comparitively better the it's non-snow counterpart. I would cost it to search.
Northern Kingdom - Hard to say if it is cool without the other cards. Should work though.
Frozen Hellkite - Cool, but how is this frozen?
Stream Thaw - Using set names in the text. Hmmm....

@Guitarweeps: About your comment, i think that the lands should use discard too. (I didnt thought about it myself until now.) They might be too weak if they use exile.

~Iceberg Devourer: Originally, this didn't have shroud. I found the awesome art, and just had to make a card of it. I added shroud, since it would be pretty bad with one of thoose, and then a doom blade. ^^
~Frost Storm: I want to have about 50/50 snow/nonsnow card. I just haven't created so many of the nonsnow yet.
Arctic Rootwalla: Im keeping it as it is. Basking Rootwalla have always been a favorite for me, and by changing the cost to snow instead, it seems cool for me.
~Coldsteel Core: I like it, but i might think it would be too strong if you play draft or sealed with this set.
~Crystal Lotus: Im not sure about this one. Originally, it costed [S], but i realized it was worse than Dark Ritual. And this one was Rare.

Umm, I disagree. They should definately exile, discard would be ridiculously powerful for deredge style decks, one of their greatest problems is an opening hand without outlets, there's no way wizards would print lands that gave them that. Especially as Forsaken Mountain is a mountain, meaning you could run the single one and tutor it up with a Salding Tarn or Bloodstained Mire!

Also, I generally dislike lands that make you lose card advantage, the drawback seems overly harsh. That mountain springs to mind again, you have to lose a card and lose life! Compared to Murmuring Bosk, it just seems terrible. Love the art though.

And again: Forsaken Mountain looks like it should be a snow land, as does paradise lake. That may balance out their drawback slightly.

The art on that island is phenomenal, could you please tell me where you found it?

I take it the mana from Crystal Lotus is only supposed to pay for [symbol]S[/symbol] activations and not colourless mana.

Snowscape for constructed purposes is simply far better than terramorphic expanse. Not sure how to change it though with reverting to your original design which obviously makes it weaker in limited. Not unplayable but definately weaker.

I'm not sure I like Steam Thaw, to me it looks like it should just effect snow permanents.

I'm unsure why Iceberg Devourer is legendary. It doesn't have a name, and it seems like there could be more than one of its species, although they may be rare.

Tundra Instigator ability scream 'green' to me. Although wizards did print Kor Cartographer so I guess white can do anything.

All your artwork is really beautiful and very fitting to the cards. Well done.

I will make the land cycle snow lands instead. I got the idea to Forsaken mountain from Murmuring Bosk too, and Murmuring Bosk is one of my favorite lands.

Tundra Instigator have already been maked in green, at the form of Elvish Pioneer, but i like the card pretty much.

The wording for Crystal Lotus would be "T, Sacrifice ~: Add 3 to your mana pool." The reason? You can't add to your mana pool, just like you can't add . Like hybrid symbols, is only a representation of a cost, and to pay it, you pay any mana from a snow permanent (or spell if you expand to have snow instants and snow sorceries). So since Crystal Lotus is a Snow Artifact, the 3 will be able to pay . Hope that makes sense.

": Add to your mana pool. Use this mana only to play snow spells or activated abilities of snow permanents."

I love your preview cards! Great art, and they fit your theme.

However, I am worrying about your Slivers. You know you just can't have 1 Sliver card in your set; then it would be useless to have a Sliver if there is only one. If you are preparing to create Snow Slivers, prepare to make a brood of them, so they can be used. Or, another approach, make a few Sliver cards and then a Hivestone-like artifact that turns all of your creatures into Slivers, so their effects matter.

Where is this taking place, btw? Slivers only appeared on Dominaria and Rath (on a technical standpoint. I'm giving you a hard time, I know, so I apologize in advance).

I'm not trying to scare you from creating Snow Slivers; just be prepared to make a swarm.

Making a location really helps. I mean, I don't go out and write a novel or anything, but just a little bit of world-building goes a long long way. It gives you locations and groups to name things after, and helps direct you for other flavor bits.
