Mechanics
I think that one of the most fun things in magic is cracking open a random booster and being disappointed at what's inside.

Well, I have a booster of XPM here, is everyone ready to be disappointed?

The Lands of Xoltan
Join me, if you will, on a journey into the heart of Xoltan. No, I don't mean the library or some arbitrary point on Xoltan, I mean the heart of the set. Very early on, Landfall was a prominent returning mechanic in the set, and it showed. With lots of cards that cared about lands came lots of lands, and the original drafts of XPM had an upwards of 35+ lands. XPM was also a much more multicolor heavy environment in early drafts, and that showed in the lands. Landfall was eventually taken out in exchange for the mechanic inspired but nothing was done about the lands until very late in development. Near the set's completion, I cut the lands back to just 27: 25 regular lands and 2 draft matters lands. So Xoltan has a lot of lands. Let's look at them.

Blaze Devastator is the ultimate gamble*; pick a player that didn't draft nonbasics and weep as you realize you wasted a pick, or strike gold (or platinum, if your draft group doesn't pick out basics from packs) and watch your enemy's satisfaction at having found one of Xoltan's many nonbasics turn to bitter disgust! The ability to look at a player's pool might not mean much when you take into account that it's immediately after drafting and matchups are generally prearranged, but Xoltan's treacherous seas and equally treacherous draft tricks require every edge if you want to survive...

Huh.

I don't know if moving the draft frippery into colored cards is a good idea or not, but you did a pretty good job making these feel on-color.

OCB Outta Nowhere!

As I write this, I've just come back from taking down a draft at my LGS with a primarily black-green deck whose main win condition was that infamous Golgari all-star, Approach of the Second Sun. It's gotten me thinking about off-color bombs in general - and, as luck would have it, my spoiler card for this very set ties into that theme. But let's not get ahead of ourselves. To understand this card, we should look at its legacy, and, to do that, we're going to have to go back to 2014.

One of my favorite things about the original Conspiracy is how conducive it is to slamming down off-color bombs out of nowhere. It's a fairly slow format, for a start, so splashing the "normal" way is very feasible, but the set offers its own unique ways of facilitating strange inclusions. Use Secrets of Paradise to turn your creatures into rainbow mana sources, soup up your rare with some Unexpected Potential so the colors doesn't even matter, or, if you're feeling really festive (and lucky), go with Aether Searcher, follow it up with something huge, and bypass the mana altogether. (Of course, Aether Searcher rarely works out quite how you want it to.)

The face that cast a thousand underwhelming payoffs.

The end result is an environment where you can draft more or less any strong rare, regardless of the rest of your deck, and have a reasonable chance of making it work. To quote Kathleen de Vere, nobody expects Pelakka Wurm in a blue-black control deck.

The format has its problems, certainly, like games that can occasionally drag on so long that the winner is whoever was brave enough or stupid enough to maindeck Reito Lantern. (It was me.) But it's still one of the best times I've had playing Magic, and that's due in no small part to the potential for huge, weird sideswipes from cards you weren't expecting.

Conspiracy 2: Island of Lost Dreams sadly isn't quite as kind to off-color bombs. The fixing is a little better, but gone are the "play something unexpected" conspiracies from the original - you do kind of have to play a real deck now, with finishers that are actually in your colors. It does, however, give us one card that's devoted wholesale to that dream - and we're getting closer to our preview card now.

Fun fact: this card represents the earliest you can possibly reveal a card in a game, short of dropping one while you're getting your deck out of the box.

I love Arcane Savant. As well as its home in Conspiracy 2: Terror from the Deep, it's become something of an all-star in cubes, where it casts all manner of absurdly powerful instants and sorceries from across Magic history. Forget the old dream of casting Expropriate off the back of it - try Praetor's Counsel, or Storm Herd, or a table-snapping Curse of the Cabal, in mono-blue. The possibilities are damn near endless.

I dearly hope that Conspiracy 3: The End of Hope's Peak High School will continue this grand tradition of off-color bombing. But you know what's even better (or, depending on your perspective, worse) than an off-color bomb?

A whole army of them.

Say hello to Alpha Packleader.

Rawr means "you're going to get utterly annihilated" in wolf.

This baddest of wolves doesn't care whether it's doing something reasonable within its own colors or cloning Angels, Demons and whatever the hell blue has to offer willy-nilly. All it has to do is connect to bring forth the hurt.

If, as I've contemplated in the past, I ever decide to make an MSE cube, this card will be an instant include. It's a brilliant design, and I can't wait to get repeatedly wrecked by it without ever opening a single copy myself.

Hasty Encampment probably wants a "from your draft" in the last ability.

Fervent Scout is aggressively underwhelming (inefficient body that gives me one more mana during my upkeep, if it survives combat {barring shenanigans, but getting one mana generally isn't worth shenanigans})

Other than that it's look good!

Phasing
This phases in or out before you untap during each of your untap steps. While it's phased out, it's treated as though it doesn't exist.

That's two comments about Fervent Scout's apparent underwhelmingness. I designed her toned down to try and prevent infinite combos, but would anyone be jaded if I made her able to target nonbasics?
