A Tale as Old as Time wrote:
MSE Modern is a format that has been slowly rising. The base idea of the format is simple: Allow for users to play with their custom sets together. At the beginning, these sets were chosen mostly at random. If a set existed, it likely was added to MSE Modern. This lead to a lot of problems. The first GP for MSE Modern resulted in the astounding supremacy of red burn, which killed relatively consistently on turn 2 and definitely by turn 3. By the end of the GP, MSE Modern had become a format with a banlist all on its own. This was by no means an easy task for one person.

What is MSE Modern 2.0?
Let's start off by thanking Jacqui-Pup, ThisIsSakon, Timespiraled, Daij_Djan, Marioware2, HerziQuerzi, Liz the Goddess, and JustNobody for helping make this one-person project a reality.
The problem that caused most of MSE Modern's limitations was that sets weren't chosen to represent the MSE community. MSE Modern sets were, largely, thrown together regardless of whether it was a good set or not. This lead to an unstable level of balance between sets, with some sets being more powerful, other less powerful, some were tested, some had never been played with before. This made designing and curating the format difficult.
That's where MSE Modern 2.0 steps in. Two months ago, we (the MSEM Council) asked for set submissions that creators wanted to be involved in MSE Modern. These were sets that were being developed and being edited to make them as good as they possibly could be. To make sure sets being added to MSE Modern showed off the good side of the designers, and not the broken, unplayable side that people might think from looking at custom cards, we curated these sets, suggested changes, and pointed out problem cards according to a list of guidelines that we would be using to vote sets into the format after these fixes and been done.

Banlist
Just like all formats, sometimes cards can get through the cracks. While we normally prefer to change these, there are sometimes cards that are perfectly fine until they get mixed into a large format. In these cases, the designer may choose that the card is hard banned instead of changed such that it doesn't disrupt any other formats they happen to be designing.

The List:

  • Aetherforge (SOR) - Aetherforge reveals and shuffles the entire library without any artifacts. This is normally fine. The problem here is that revealing your whole library means exiling anything with prophecy and having permanent access to those. This isn't the case within Windy-Standard sets, so this one has been banned.
  • Deadly Manipulation (KZD) - This is a very powerful late-game enchantment that ends the game practically on resolution with unmatched card advantage and selection potential. The ability to cast it early game and already have it start winning makes it impossible to play against without having already won.
  • Tinkerer's Tools (AFM) - As it turns out, Transmute Artifact is a very good card that gives a lot of early game consistency to artifact-based combos.
  • Kalro, Desert Outpost (POA) - Kalro does many things well, including acting as Blood Moon, Fog, Circle of Flame, Rite of Flame, and a game-ending threat all at once.

If you're thinking about submitting a set to MSEM, send it to any one of the MSEM council members and we will bring it through our submission process. It is highly suggested to have someone else look over your set first to make sure it fits these guidelines:

Set Submission Policies wrote:
1. Card Art Policy. All cards in a MSEM-legal set should have art with appropriate artist credit. Sets with cards without art will not be accepted into MSEM.
2. Set Symbol Policy. All sets in MSEM will have a unique set symbol to identify the cards. Any set without a custom symbol will not be accepted into MSEM.
3. Appropriate Art Policy. All art in a MSEM-legal set will be passed through a judging panel (the same people who determine whether a set is quality enough to be in the format) and any art deemed inappropriate for any reason by the judges will either be changed or the set will not be accepted into MSEM.
4. Reprint Policy. Any card at uncommon or common rarity will be fair game for any other designer to reprint in their set, with proper creator credit. This allows for the less flashy format staples to be reprinted, rather than amassing a large sum of cards that are functionally similar but not exactly the same.
5. Name Policy. Cards that share a name with a card already existing in MSEM will need to be changed or the set will not be accepted into MSEM.
6. Mechanic Policy. Mechanics sharing a name with a mechanic already in MSEM will need to have their name changed or the set will not be accepted into MSEM. Mechanics that are functionally identical to MSEM-legal mechanics will need to be changed to match the pre-existing mechanic or the set will not be accepted into MSEM.
7. Functional Similarity Policy. The MSEM judges will pass through the set and any card that serves a very similar role to a card already existing in MSEM will be strongly urged to be changed to a reprint of that card in MSEM so as to not overload the format with specific effects. This will be done only to cards that might have an effect on the format itself (so typically not limited-only cards).
8. Overpowered Card Policy. Any card deemed too powerful for the format will be prompted to change. Cards with no obvious nerfs (complex mythics, for instance) will be banned. Cards with possible nerfs will be discussed with the card creator, who can choose to either change the card or simply leave it banned.
9. Syntax Policy. Not every syntax error is caught before a set is entered into MSEM. Any syntax errors missed will need to be changed, but are not ground for removal from MSEM.
10. Flavor Text Policy. Inclusion of flavor text is at the discretion of the designer. Lack of flavor text is not grounds for removal from MSEM.
11. Quality Policy. After all other policies have been confirmed, the judging panel will assess the set for quality, which includes but is not limited to: Confirming there are no color pie breaks, correcting syntax, and checking for power level of potential roleplayers. All sets will need to pass a quality test before they are accepted into MSEM.

    To use LackeyCCG to play MSE Modern, you need these two links. The first link takes you to the download for LackeyCCG. Once you've downloaded LackeyCCG, follow these steps:

    • Open LackeyCCG
    • Look along the tabs at the top for "Plugin: war3000" and click it.
    • Paste the second URL in the box beside where it says "Paste AutoUpdate URL:".
    • On the right side of that box, hit "Install or Update from URL!"
    • When the plugin tells you it's ready, open it, then click on the deck editor tab and start making a deck.

    Did you have the previous msem plugin? If so, you may need to install a second time to make sure that your plugin recognizes and downloads a file it needs.

    I see what I did wrong; I tried to update it to msemagic, not war3000. That fixed it up, no problem.

    @Aetherforge and further cards that Prophecy might break: Cascade wording dodges the trigger. Exiling instead of revealing won't let them stick and they'll be shuffled away before most exile shenanigans can affect them.

    This does just move the problem area to "When X is exiled" for better or worse, and means The Erased can eat your whole library if that breaks anything, but otherwise this is a mechanical change without much practical change.

    Yeah, that's one of the major reasons why Aetherforge was banned rather than any Prophecy cards; it's an exploit that's easy to design around. Windy just preferred to have Aetherforge banned rather than change it to that wording.

    This phases in or out before you untap during each of your untap steps. While it's phased out, it's treated as though it doesn't exist.

    The reason, if you're curious, is that I'm still designing around Windy-Standard. Given how UB was an exile archetype where cards being put into exile matters, I decided to _not_ have Aetherforge enable a game-winning combo there.

    I would imagine that Mious's trial would be failed after targets are chosen, the same way that you do splice after targets.
    Inscribe I can only assume is from hand, but I don't actually know.

    Splice is before targets. Otherwise the spliced card couldn't target.
    I've been working off hand too but yea doesn't say.

    Oh, never mind then. I didn't realize that there were splice cards that target. I imagine trial is paid before targets similarly then. I don't have actual precedent for a trial effect on cast; all the ones for tribute-like effects were on resolution or on ETB

    Alright, we have to hit another card with a ban real quick.

    Deadly Manipulation: This card is really powerful. The only reason it presently exists is because we completely missed it. I'm sure this comes as no surprise if you've done any amount of testing, but for those who haven't: This card provides insane late-game inevitability. With a counterspell in your graveyard, it makes every card drawn a copy of that counterspell. Once the board state is controlled, you can recur card draw, tutor effects, direct or mass removal, win conditions, etc. to win the game practically upon resolution.

    Also, of note: We are locked in here. Because of the upcoming tournament, we can't keep banning more cards, so we invite you to go right ahead and break the format. We're done noticing problems.

    To clarify, we're going to always try and give 5 days of safety before tournaments. That way you'll at least have time to make sure nothing changes. Also, after GP Alexandria, you can expect some cards to get changed/fixed but that will be post tournament so no worries.

    Hey guys, we've finally done something relatively on time! GP Baghdad is just around the corner, but before your decks are confirmed, there's a few changes to the plugin you need to know about:

    Savage Congregation can get many copies of Dragonwall Fragment. You have to have a creature power 4 or greater to turn that on, but it does end the game.
