Willwreck 2 mana symbolBlue mana symbolBlue mana symbol
Instant Common
Counter target spell. That spell's controller puts the top X cards of his or her library into his or her graveyard, where X is converted mana cost of the spell countered this way.

Drowsing Keg 1 mana symbolBlue mana symbol
Instant Common
Target creature an opponent controls gets -3/-0 until end of turn.
Tide - If the number of lands on the battlefield is odd, other creatures that player controls get -3/-0 until end of turn.

Ooh Willwreck is a good counterspell for the mill archtype. Might be to good although emerge ducks underneath it pretty well.

Another counterspell I thought of:

Bloodeye's Denial 1 mana symbolBlue mana symbol
Instant
Counter target instant or sorcery. Ransack that spell's controller.

Aether Extraction 1 mana symbolBlue mana symbolBlue mana symbol
Instant
As an additional cost to cast ~, sacrifice a creature.
Draw 3 cards.

Engulfing Wave 1 mana symbolBlue mana symbol
Instant
Emerge 7 mana symbolBlue mana symbol
Remove target creature from combat. If ~ was emerged, create a 5/5 blue Elemental creature token. Exile that token at the beginning of the end step.

Blackwater's Treaty 2 mana symbolBlue/black mana symbol
Enchantment
Whenever an opponent attacks with one or more creatures, ransack that player.

Whirlpool 1 mana symbolBlue mana symbol
Enchantment - Aura
Enchant land
Enchanted land has "Tap symbol: Shuffle this and target attacking creature into their owner's library."

Ransack Looting Blue/red mana symbol
Sorcery
As an additional cost to cast ~ discard a card.
Draw a card and ransack target opponent.

Mindpool Swell 2 mana symbolBlue/black mana symbol
Enchantment
When ~ ETB, target player mills equal to your gleam.
Blue/black mana symbol, sacrifice ~: Put target instant or sorcery card on top of your library third from the top.

I like reprint of Chronic Flooding although maybe that is redundant flavor for a water covered world?

-Willwreck: Depends how many high CMC cards in the set, it could be worse than Countermand, especially since most of the emerge cards have CMC 2 and 3 according to the current set file.

-Bloodeye's Denial: The problem is the card is too reactive for including the ransack bonus, so the time window for playing the ransacked card is too little. Not to mention if it hits land, sorcery, or permanents without flash.

-Aether Extraction: While I see the flavor, I think it's more appropriate as a black (or maybe also green) card.

-Engulfing Wave: Maybe make the token permanent or it creates two 4/4 (or 3/3) tokens (probably with defender)?

-Blackwater's Treaty: Good for mill deck. Depends the number of ransack, it could hold your opponents from attacking, especially in Limited.

-Whirlpool: Without any costs for activating the effect, I think this card is frustrating to be played around. How about Blue mana symbol to cast and 1 mana symbol, Tap symbol to activate?

-Ransack Looting: Nice and simple.

-Mindpool Swell: Could see this as a two mana card, though it's solid.

-Chronic Flooding: Yes, the flavor is a bit redundant. Maybe a functional reprint?

Bloodeye's Denial and Blackwater Treaty both assume the wording of ransack allows you to cast until the end of your next turn (rather than the active player).

Aether Extraction - Except the flavor is that aether is extracted for science/magic purposes so it doesn't really feel like it fits black or green for flavor. Also, it is a near functional reprint of a blue card (granted that IS New Phyrexia).

Engulfing Wave - Another option would be to make it a hasty aggresive sorcery and have the wave actually attack lol.

Whirlpool - Well the land has to tap so it at least costs 1 mana symbol to use.

Chronic Flooding - Maybe this would be better and more flavorful?

Tide In Blue mana symbol
Enchantment - Aura
Enchant land
Whenever enchanted land becomes tapped, its controller puts the top two cards of their library into their graveyard.
Tide - As long as the number of lands is odd, enchanted land is an Island instead of its other types.

-Bloodeye's Denial and Blackwater Treaty: My comment is based on current set file's ransack reminder text (...You may play one of those cards until your next turn. ...) so I assume when my next turn comes, I can't play the ransacked cards (CMIIW). Except if you change it to "...You may play one of those cards until the end of your next turn."

-Aether Extraction: Didn't realize there's Vivisection, so this could be another exception too. By the way, are you going to put "Extracting aether from an aetherwhale" effects on each color?

-Engulfing Wave: Yep, that's another option, LOL.

-Whirlpool: Sorry for not choosing the right word, what I mean about any cost is anything beside the cost to cast and activate it. With this on the battlefield, for most times you can just ignore the enchanted land at mana calculation and treat it like a Seal. I think it would be more balanced and create more game play decisions if there's a real mana cost.

-Tide In: Part Chronic Flooding and part Sea's Claim (though temporary), I think it's passable as one mana.

Extending this out a few more days (27th) to hopefully get more input.

Maybe Blackwater's Treaty should be only for attacking with two or more creatures? Only issue with the "until the end of your next turn" is that you would get two turns to cast stuff you did on your turn.

Tide - Mutiny has flash if the number of lands is odd.

-Blackwater's Treaty: As long as the ransack number is high enough (3 or more), I think it's good to restrict the activation. The opponent could play around it, but maybe won't progress too much if you have a solid blocker.

-Ransack wording: That's my concern too actually, so it's merely a suggestion. Maybe for more reactive cards, the ransack number is higher to offset the inability to cast most of the cards?

-Mutiny: A solid card with nice bonus.

-Blessing of the Storm: Both versions are solid, but I don't know if the scry value is too good.

More submissions:

Looting from the Depths 3 mana symbolBlue/red mana symbol
Sorcery Uncommon
Emerge 7 mana symbolBlue/red mana symbolBlue/red mana symbol
Return target instant or sorcery card from your graveyard to your hand. If ~ was emerged, create X 1/1 blue and red Fish creature tokens, where X is the CMC of the returned card this way.

Don't know if you put a Whale at Blue mana symbol creature challenge on the set file, but I think we should have this effect at uncommon. Another possible take is make the cost lower but return instant or sorcery card at random.

Steam Cannonball 1 mana symbolBlue/red mana symbol
Enchantment - Aura Common(?)
Enchant creature
Enchanted creature has ":ur:, Tap symbol: ~ deals 1 damage to target creature."

Another pingthirst suppport. Intentionally "weaker" than similar cards to keep it at common.

Sorry for the delay, just had a baby. Here are the cards going in for this task:

  • CU09 - Ransack Looting (minus the discard)
  • CU10 - Essence Scatter
  • UU05 - Whirlpool
  • UU07 - Willwreck
  • UU08 - Tide In
  • :b/u
  • CZ12 - Pilfered Plans hybrid reprint
  • UZ12 - Blackwater's Treaty - Triggers on your upkeep if you were attacked instead
  • Blue/red mana symbol
  • CZ62 - Inside Out
  • CZ63 - Mutiny but reflavored as a siren call
  • UZ62 - Looting from the Depths but makes X/X instead

Also changing Icy Grip to Engulfing Wave as Icy Grip doesn't fall in line with our emerge structure.

Congrats on the baby!

Is the Pilfered Plans hybrid also draws 2 cards?

As for Blackwater's Treaty, how if it triggers at the end of that opponent's end step that attacks you instead? It clears up memory issues especially in multiplayer

Yes it mills 2 and draws 2. I actually have it at four mana now but it may end up three. It is slightly off for black to have non drawback draw though.

For the treaty I don't think it is an issue since it is one turn cycle that you have to remember and it would already be on the battlefield anyways. Another option we could toy with for development is using counters to track attacks and then remove them to ransack.

That's what I thought too. Maybe mill for each player? That's like there's a price to pay to draw an extra card.

I think adding a counter is nicer option, it's more flexible to adjust the cost and ransack value.
